The aim of those delegates was to develop the Articles of Confederation and make it better for the society and politics as well. It was important that most delegates had served in state legislatures because they would have more knowledge about the legislature and then they would be in a position to find the opportunities of improving it. Also without entering inside the state legislature, they could never have gained or wined the confidence of the people sitting there
