equate the factorised and the real expression

(X+2)(X+C)= X ^2+ bX +18

X^2 + XC + 2X + 2C = X^2 + bX + 18

X^2 + X( C+ 2) + 2C = X^2 + bX + 18

Equating coefficient

1st For the constants

…. 2C =18. C =9

2nd For X

….C + 2 =b. But C=9.

9 + 2 = b. b=11.

So C=9 and b=1
