Yikes! – is an interjection used for “Expressing shock but having fun on that happening.”

Spooked meaning is frightened

“Something spooked this guy good and proper”  - You wanted something bad to happen to a person because he/she has hurt you and that thing happens.  You are inwardly happy, but you act as if you are shocked on hearing at the same time you say, “Serves him/her right.” This is the meaning for the above sentence.

Well actually the statement is expressing that "someone is scared by something completely or properly".
Thy word "Yikes " used express the condition of shock or  alarming state and usually used to express the humorous effect.
The word Spooked means the " Frighten" or someone scared .
while the "good and proper" stating the condition of completion here . So the someone is fully scared by the entry of something ..
