2nd : if they r going to set up another factory the environment will be still polluted

3rd : even now a days people are setting up factories but they are not planting trees to control the pollution level .

3rd : we must not allow them to set up a factory here . or the environmental pollution will still increase .

1st : they should plant trees before setting up any other factory. so the pollution level will be balanced.
