Yeah! Of course you can convert hexadecimal to decimal and vise versa....
Example: Suppose (123)base 16
Now convert into base 10...
(123)base 12= (1×16^2)+(2×16)+3
= 256+32+3
= 291
Therefore, (123)base 16 = (291)base 10
