You can see some blood vessels on the hands
especially in
older people. Are those veins or

The blood vessels which we get to see on the outside of our hand, especially in older people are the veins and not arteries. This is because the arteries are buried deep inside our skin and have several layers above them.

Those are VEINS

Because Veins consists of deoxygenated blood slightly bluish(IT IS NOT BLUE ONLY FOR CONVINIENCE WE ARE ASSUMING IT AS BLUE) in colour and often in old peoples hand you'll see bluish colour veins
