No I don't think that any child should work underage. Kalam sir was not having any other choice and not the government has started any schemes for the childrens. So he have to sold newspapers for completing his daily basis needs.

But nowadays many schemes have been launched by the government and child labor is also prohibited now. So it's not necessary today to work as a child. There are many choices for us today.
