Easy answer, if your school has an academic integrity policy, that is, it does not allow students to cheat. You need to report what you know. For two reasons:
Students who cheat are stealing the hard work that others have gone to which is dishonest. Would you really want a surgeon who cheated his or her way through school to operate on you?The school policy probably states that if you are aware of dishonesty and do not report it, you are in fact complicit in the act. This means if you do not report what you know and someone else does and states you are aware of it and did nothing. You may find yourself having an unpleasant conversation with an administrator who is informing you that your failure to report cheating that you know occurred is just as serious as the person who cheated.
So, just report it.
