A power circuit could be a three phase system or a single phase. Normally households meters are three phase meters. Now an electric oven in home appliance generally come with single phase system.

Hence the proper connection would be to connect only one live phase with one wire of oven and other wire of oven to be connected to nuetral of the system.

If we connect both phases with the oven wires, there would be a short circuit in the system
