If you happen to have a local traffic cop who is a friend, try getting him to convince your friend. Someone with authority especially in the pertaining field will probably instill fear and sense in your friend and prevent him from breaking the law.
Apart from that I'd advise you to stay away from the joyrides he's offering since you have the presence of mind to recognize his mistake and not be an accomplice to his actions.
