We know that,

speed \:  =  \frac{distance}{time}

So,

Distance = Speed × time

For Zaheer

Speed = 35km / hr

Time = 16 min = 16/60 hr

= 4/15 hr

So,

distance = 35 \times  \frac{4}{15}  \\  \\  = 7 \times  \frac{4}{3}  \\  \\  =  \frac{28}{3}  \: m \:  \: or \:  \: 9.33 \: m

Time taken by Harbhajan =

 \frac{distance}{speed}  =  \frac{28}{3 \times 32}  \\  \\  =  \frac{7}{24} hr \\  \\  \ = frac{7}{24}  \times 60 \:  \: min \\  \\  = 17.5 \: min

Hope it helps.
