It is because the reactivity series of metals tells us that zinc is more reactive than hydrogen whereas copper is not. In a displacement reaction a more reactive metal displaces the aqueous solution of other metal. Therefore zinc being more reactive than hydrogen forms zinc chloride when reacted with HCl whereas copper doesn't.
