if the surface is horizontal then no friction would operate on it if no force is trying to disturb it's state of rest. As in the question there is nothing said about any force trying to change it's state.

if some other horizontal force is acting on it then the static friction would depend on that force. static friction is self adjusting force and thus do not have a particular value.
