We can not begin the first position with 0 because then it will not be less than million so,

Ways of 6 digits= 2*3*3*3*3*3=486

Ways of 5 digit=2*3*3*3*3=162

Ways of 4 digit=2*3*3*3=54

Ways of 3 digit=2*3*3=18

Ways of 2 digit=2*3=6

Ways of 1 digit= 2

Total Ways = 486+162+54+18+6+2=728.
