Both Gujjar Bakarwala and Gaddi are: (i) Herders of goat and sheep. (ii) Both have similar cycle of seasonal movements. In winters they lived with their herds in the low hills of Shivalik range grazing their flocks on scrub forests.

(i) Colonial government began imposing various restrictions on their mobility. (ii) Pastoral groups were also forced to live within the confines of special reserves. (iii) They could not move beyond the boundaries without special permits.
