Here is your answer:-

In the second case the friction is reduced.

The body  move but the wheels actually are in contact with ground.

Friction depends on the contact of the body.

For example a body with higher area in contact with surface experiences more friction.

That wheel has much less area than the body.

So friction will surely be less.
