no they are different in sense.

calm1: because 1st case indicates that different people want different goals to acheive according to their situation but 2nd case denotes that different goals can be conflicting just for example if dams are built in a village then industrialists want to build for their profits but villagers will not want they are not given profits or proper rehabilation.
