8 {x}^{4}  - 14 {x}^{3}  - 28 {x}^{3}  + 49x {}^{2}  = 9 {x}^{3}  - 45 {x}^{2}  + 2x {}^{2}  - 10x

8 {x}^{4}  - 51x {}^{3}  + 92 {x}^{2}  + 10x = 0

As the highest degree is 4 so the given expression is not quadratic.
