Parliament can make laws in all the subject mentioned in the union list97 items state list 67 items concurrent list 47 items.

If there is any conflict between union and state the union laws prevail

Parliament has a residuary powers , it means that it can even make laws on those subjects which are not mentioned in either of the lists

Rajya Sabha may declare that it would be the national interest of Parliament to make laws under state list
