Here in this context, Portia is the speaker.

'He' is referred to County Palatine.He is a suitor who came to Portia with a marriage proposal.

Portia says that if she marries him it will be like marrying twenty husbands because he is every man in no man. 'Every man in no man ' is said because he do not have his own characteristics but have different man's characteristics.
