To achieve the aims and objectives of the

Constitution, the Government of India has set up a Planning

Commission which has been entrusted with the task of

achieving all round economic development with emphasis on

socio-economic justice. The planners made it clear that the

fruits of economic programmes should be shared by one and all

and the economic progress, without distributive justice would

only result in widening the already existing inequalities in

income and wealth. The broad aim of planning was thus, rapid

economic development accompanied by continuous progress

towards establishing social justice, which means the
