(1) if human skill is not present then resources present on earth would not be able to develop other resources and it would be sale a waste so human resources is the biggest resources and very important for developing other resources present on the earth.

(2) a country which is underpopulated can't exploit it's natural resources to the maximum due to the lack of human resources because all the sectors require human resources for example in the primary sector agriculture requires farmers, in the secondary sector manufacturing requires workers and in the tertiary sector transportation requires drivers hence these sectors by themselves can't produce, convert or transport goods and require the presence of human resources .
