the resistance of an ideal voltmeter is infinity
ie ∞
whereas its zero for an ideal ammeter
voltmeter measure the potential difference whereas ammeter measures current.
Voltmeter is connected in series whereas ammeter is connected in series.
The shunt is in series in a voltmeter.
