90 km/h = 90 × 5/18 m/s = 25 m/s
F = ma
= m × (v - u) / t
= 2000 kg × [(0 - 25) m/s] / (15 min × 60 s/min)
= -55.55 N

∴ Retarding Force acting is 55.55 N
