total distance of 2nd car d2 = 54km
total time for 2nd car       t2 = (2/3)h

speed of 2nd car s2 = d2/t2 = 54/(2/3) = 81km/h

so 2nd car is faster

so s2/s1 = 81/72 = 9/8
