Yes . B coz the particular change will be having both the sides including the benefit and a loss.it could bring profit and happiness in one's face while it could also be a great hand in destroying one's life . Eg-a change of making a rural area into urban will take away the seasonal employment of farming while it will be good as it will develop that particular area

A change can be desirable and undesirable at the same time. It is true that what may be a development for one may not be a development for others.
This can be understood by the following example;
When a dam is constructed, it results in the displacement of the local people living there. The purpose of making a dam was for a better developmental change but it was undesirable for the people living there.
