When, initially the charge particle is at rest, it will be acted upon by the electric field. So, in the beginning the charge particle ( assumed positive )will be accelerated in the direction of electric field and will move in the direction of electric field. Since, electric and magnetic fields are parallel to each other ,the motion of charge particle then being parallel to magnetic field, it does not experience any force due to magnetic field and continues to move in the direction of electric field.
