⏩Actually a straightforward point. A constitution (a good one) is written to provide a framework of government structure and law.
⏩ However, society changes over time and some (not all) laws have to change with the times. For example, until the late 1800s there were no telephones, etc. So laws written to enforce the US Constitution's requirement that forces the government to get a warrant before searching a person's belongings didn't cover the new technology.
