Explanation:

(a) There are live wire, neutral wire and ground wire in the mains supply.  The neutral wire does not contain any current or potential whereas live wire has current or potential in it, that is why it is very dangerous to touch the live wire rather than neutral wire of mains supply.

(b) Birds are safe to sit on naked power lines, because the body of bird is not having any contact with ground and current cannot flow through their bodies whereas in case of human our body is in direct contact with ground and current can flow through our body which is not safe for us.
