electric potential inside the hollow spherical shell remains constant and it equals to electric potential at the surface of shell.

given, radius of spherical shell, r = 10cm

and charge on spherical shell, Q = 3.2 × 10^-9 coulombs

so, electric potential at a point 4cm from the centre = electric potential at the surface of spherical shell

= kQ/r

= 9 × 10^9 × 3.2 × 10^-9/(10 × 10^-2)

= 28.8/0.1

= 288 volts

hence, answer is 288 volts.
