Let distance be x kmph and speed y kmph.
Now, according to question,
x/y - x/(y+3) = 40/ 60 ............ (i)
x/(y-2) - x/y = 40/60 .............. (ii)
On solving Eqn (i) and (ii), we get
y = 12 kmph.
x = 40 km.
