Parachute is giving traction with it air slows down the speed as it covers a larger area
Whereas, without parachute we will cover a smaller area and we will fall faster aerodynamic is also there

Due to gravitional pull the diver falls down
So when the diver dives with a parachute then due to the air being trapped under the parachute due to the huge surface area.
But when the man dives without a parachute,he is falling faster then before but at cetain distance after falling he will not accelerate any further due to him reaching
"Terminal velocity"
which means that the air resistance and the gravity pull are being balanced out
So at the end the result is that even due to terminal velocity the diver will fall slower in parachute than without parachute.
