Given that,

Speed of a man is 3 km/h to East

Speed of rain is 10 km/h in downwards direction

To find,

The angle with which he should hold his umbrella so as to save himself from rain.

Solution,

As the velocity of rain wrt ground is downwards and the speed of man in east. So, the angle is given by :

\tan\theta=\dfrac{y}{x}\\\\\tan\theta=\dfrac{3}{10}\\\\\theta=\tan^{-1}(0.3)\\\\\theta=16.69^{\circ}

So, the umbrella should be hold at and angle of 16.69 degrees so as to save himself from rain.
