Vol of water needed to be added= (45×25÷100)-(45×20÷100) = (11.25-9)ml = 2.25ml Water

According to question, quantity of water in the mixture

= 20/100×45 = 9 L

Let x L of water must be added to make the water 25% in the solution.

Therefore, 9+x / 45+x = 25/100

=> 36 + 4x = 45 + x

=> 3x = 9

=> x = 3L
