180×45/100=81 is the minimum marks to qualify

Your answer
--------------------

Total marks = 180

Percentage of marks which required minimum to qualify = 45%

Then, highest marks scored by a different who fails will be

Minimum marks to qualify - 1

(180 × 45/100) - 1

= 81 - 1

= 80
