Given b is greater than or equal to 40, solving this will give a negative value. So it is not possible.  

Because a – 12 = 2 b

            b – 20 = 2 a

Now b < 40

a – 1 – 12 = 2 b

100 + b – 20 = 2 a

80 + b = 2 a

2 a – b = 80

Now from both the equations we have

a – 2 b = 13

2 a – b = 80

Solving the two equations we get

3 b = 54

 b = 18

a – 2 b = 13

a – 2(18) = 13

 a = 49

So a = 49 and b = 18
