so length of the rectangle=x+4
so
perimeter of the square=4×side

x=40/4
x=10m
length of the rectangle=x+4
=10+4
=14m

so
perimeter of rectangle=2(l+b)
40=2(14+b)
40/2=14+b
20=14+b
20-14=b
b=6m
