it must be a cylinder....so csa= 22x 3= 66 m sq.

Suppose if the question is like this:- 
A height of a right circular cylinder is 3 meter and the circumference of its base is 22 meter then find its C.S.A

Solution 
H = 3 meter
 circumference of a cylinder = 22 meter
then
C.S.A of a cylinder = height x circumference of its base
                                 = h x (2  pi r)
                                 = 3 x 22      (given)
                                 = 66 meter square
