The deciding factor is the density of water. If an object has a lower density it will float.
density of fresh water at 20C = 0.998 g/cm³ = 998 kg/m³ = 8.33 lb/gal = 62.1 lb/ft³
500g = 0.5 kg
3L = 0.003 m³
density is 0.5 / 0.003 = 167 kg/m³, which is less than 998 kg/m³, so it will float.
