In a theocratic Government the leaders strategically plan to rule the people using the name of the Almighty. This kind of a Government is often driven by religious conceptions and sometimes superstitious beliefs which the citizens are mugged with. Sometimes theocracy proves to be a very insolent form of government as the leaders are not as divine and close to God as they claim to be. They use some tactical methodologies to drive the people away sometimes. This is hardly near the democratic way of governing the people. Hence the correct answer is option A.
