The owner will take over the thief in 2 hours.

Given data :

Thief speed = 40 km/hr

Owner speed = 50 km/hr

Journey started = 30 mins later

Let,the time when the owner takes over the thief = x hr

So,the owner covers = x × 50 =50 x km

Thief covers = x×40 = 40x

Now,the thief covers in 30 minutes =40/2 = 20 km

The thief total covers = 40x+20 km

Now,

50x = 40x+20

10x = 20

x = 2 (answer)
