if the no. Of dogs in 1990 was 1331,

and in 1993 it was 1000

To find the rate the number of dogs we have to find the decreasing percentage

Decreasing percentage=\frac{Difference}{Initial value}×100

Difference = Initial value - final value

Initial value = 1331

Final value =1000

Therefore difference = 1331 - 1000 = 331

Decreasing percentage =\frac{331}{1331}×100=33.1%

Therefore  rate the no. of dogs decreases  = 24.87%

In 1990 the number of dogs was 1331

 and in 1993 it was 1000 . There was a decrease from 1331 to 1000. It means  

            1331 – 1000 will be 331.

Now the difference will be 331.

We have to find the rate for the decrease in percentage.

In 1990 the stray dogs were 1331 and in 1990 it was 1000

so the decrease is 1331 - 1000 = 331

The rate of decrease is 331 / 1331   x 100  

          = 24.86%

The rate of decrease in percentage is 24.86%
