To find the rate the number of dogs we have to find the decreasing percentage

Decreasing percentage=$\frac{Difference}{Initial value}$×100

Difference = Initial value - final value

Initial value = 1331

Final value =1000

Therefore difference = 1331 - 1000 = 331

Decreasing percentage =$\frac{331}{1331}$×100=33.1%

Therefore  rate the no. of dogs decreases  = 24.87%
