First convert speed given in cm/s to m/s.
i.e. 1 m = 100 cm
therefore speed of tractor is 5 m/s.

now converting m/s to km/hr
 1 hour = 3600 seconds
 so 1 second = 1/3600 hour
 
 1 km = 1000 m
so 1 m = 1/1000 km
now 5 m/s = 5* \frac{1}{1000}/  \frac{1}{3600}
i.e speed of tractor is 18 km/hr
