adding water to sugar is a physical change because the chemical properties remain the same while adding sugar in water but when we add water to slaked lime rearrangement of atoms take place which lead to a chemical change

⚫Adding water to sugar is a physical change.
➡Physical change :- Changes in the physical properties of substances.
Here in case of sugar in water the change in physical property is sugar dissolve in water .so it is physical change .
⚫Adding water to slaked lime is chemical change.
➡One or more substance react with one another substance which are readily available in environment is called chemical change.
Here in this case , the slaked lime reacts with water and produces heat. so,it is chemical change.
