Article 356 of the Constitution of India, is concerned with the failure of the Constitutional machinery of India. In any case the state government is not able to run the constitution, central government takes direct control of the state, otherwise called the President rule.

Example: In Bihar, state-wide bandhs by Maoists took shape. In 1999, Lalu Prasad organized a Bihar bandh, when then Governor Sunder Singh Bhandari had recommended President’s rule in the state against the “breakdown of the law and order machinery”.
