The overall goal of the Acid Rain Program established by the Act is to achieve significant environmental and public health benefits through reductions in emissions of sulfur dioxide (SO 2) and nitrogen oxides (NO x), the primary causes of acid rain. To achieve this goal at the lowest cost to society, the program employs both regulatory and market based approaches for controlling air pollution.

Answer:

Acid rain is one of the major environmental threats since 19th century. This paper reviews the 2012 progress report of US EPA (2013) and summarizes the issue in various environmental aspects. Significant reduction in the SO2, NOx emission and deposition of acid have been occurred via the active implementation of Clean Air Interstate Rule (CAIR), Acid Rain Program (ARP) and NOx budget training program(NBP). Cross state air pollution rule and litigation (CSAPR) implemented by US EPA since 2011, reduces the cross boundary movement of effluents between US and Canada. US national composite means of average SO2 annual mean ambient concentration has been declined by 85% in the period between 1980 and 2012.
