Well the answer is tricky, if we look superficially he does look secular a bit of not fully however if we study his character he was a shrewd and cruel ruler who often used the name of his religion to gain support. He didn't use force to convert his people but he did encourage peaceful religious conversions. It's biggest example is conversion of Tansen. Birbal also convert into his new religion din I ilahi. He also imposed jaziya on the rajput kingdom of Mewar when Maharana refused to surrender and also slaughtered many Hindus after battles with Mewar.
In conclusion, Akbar's sole aim was to expand Moghul empire and take it to it's finest glories and this could not happen without the support of Rajput rulers. So he had to take some leniency in his religious behavior. So basically you can call him secular because the situation demanded so. If he had behaved like Aurangzeb, Mughal empire could not reach to it's finest glories. Also his conversations with intellectual people of different religions also made him more tolerant than before.
