h = 14cm

D = ?

$v \: of \: cone = (1 \div 3)\pi \: r {}^{2} h$

$297 = (1 \div 3)\pi \: r {}^{2} \times 14$

297 × 3×7 / 22 × 14 = r^2

r^2 = 20.25

r = 4.5cm

D = 2r

= 2 × 4.5 = 9cm


Hence Dieter is 9cm.
