Motion and rest are relative terms. What may appear to you at rest may actually seem to move for someone else.

For example-

1)When passengers are sitting in a moving bus then the passengers are at with respect to the bus but a person viewing the passenger from outside the bus will think that the passenger is in motion.

2) A man standing on Earth is at rest with respect to another person seeing him on earth next to him but is in motion when seen by an astronaut in space.

So RELATIVE here means that the motion of an object depends on the reference frame (fixed point) that you have chosen to compare the motion of your object with it.
