an ammeter has a resistance of 0.006Ω and reads one ampere per scale division. what shunt resistance will make it read 3A per scale division?

If its current reading is to become 3 A per scale division in place of 1 A, then its effective resistance should become 1/3rd, that is 0.002ohm

So 1/0.002  -  1/0.006  =  1/R,     R  0.003 ohms to be added as shunt.
